The skirt is not mini and not tight. It's way too big for that! The waist diameter of the 4XL is 92cm at rest and 120cm stretched to the maximum. The length is 50cm and therefore above the knee. The slit is 9cm. The fabric resembles that of a t-shirt or pajamas and doesn't look very formal. It smelled musty but it went away after the first wash, during which it didn't lose color (that's good and quite rare).
